What IRDAI’s September 2026 Proposals Mean for Borrowers.

Imagine this.

You walk into a bank to take a home loan. Your loan gets approved, the paperwork is almost done, and then you hear:

“You’ll also need to take this insurance policy from our partner insurer.”

For many borrowers, this can be confusing. Is the insurance actually mandatory? Do you have to buy it from the bank’s insurance partner? What happens if you already have adequate insurance?

These questions have become even more relevant after the Insurance Regulatory and Development Authority of India (IRDAI) released a consultation paper on 23 September 2026 titled “Recalibrating Economics of Insurance Distribution.”

The paper proposes several changes to how insurance is distributed in India, including measures aimed at addressing compulsory bundling of insurance with loans and the incentives that can encourage aggressive insurance sales. The proposals are currently open for public comments until 25 October 2026.

So, what does this mean if you are taking a loan?

Let’s break it down in simple terms.

Can a Bank Force You to Buy Insurance With Your Loan?

The short answer is: a bank should not force you to buy an insurance policy from a particular insurer simply because you are taking a loan.

RBI’s existing instructions for banks state that banks should not use restrictive practices to force customers to choose a particular insurance company or link the sale of insurance to a banking product. Customers should be allowed to exercise their own choice.

This distinction is important.

A lender may have a legitimate reason for wanting certain risks associated with financed assets to be insured. For example, a lender may want the property securing a home loan to remain adequately insured.

But that does not automatically mean you have to purchase the policy from the bank’s preferred insurance company.

In practical terms, borrowers should ask:

Is insurance genuinely required for the loan or the underlying asset?

If it is required, what exactly needs to be covered?

Can I choose the insurer?

Can an existing insurance policy satisfy the requirement?

Is the premium being added to my loan amount?

These questions can make a significant difference to the overall cost of borrowing.

What Is IRDAI Proposing in September 2026?

The September 2026 consultation paper is not a final regulation yet. It is a proposal for public consultation.

One of the important areas it addresses is the way insurance is sold through banks, NBFCs and other distribution channels.

Here are some of the proposals that are particularly relevant to borrowers.

1. No Compulsory Insurance Bundling With Loans

One of the proposed changes is aimed directly at compulsory bundling.

In simple terms, the proposal seeks to prevent lenders from making the purchase of an insurance policy a compulsory condition for getting a loan.

This is particularly relevant for products such as credit-life insurance, where insurance may be offered alongside a home loan, vehicle loan or other credit facility.

The key point is that the insurance purchase should not simply become an automatic part of the borrowing process.

2. Reducing Incentives That Can Encourage Aggressive Selling

Another area addressed by the consultation paper is the economics of insurance distribution.

IRDAI has proposed changes to commissions and distribution incentives across different insurance products and channels. The paper notes that credit-life insurance distributed through lending institutions can involve significant commissions. (The Financial Express)

Why does this matter to a borrower?

Because whenever the person selling a financial product has strong commercial incentives attached to the sale, there is a greater need for transparency around what is being offered, why it is being offered, and whether it actually meets the customer’s needs.

The proposed framework attempts to address these distribution incentives.

3. Making the Cost of Insurance Easier to See

There is another practical issue borrowers should pay attention to:

How is the insurance premium being paid?

Suppose you take a ₹50 lakh home loan and are offered a single-premium insurance policy costing ₹1.5 lakh.

If that ₹1.5 lakh is simply added to your loan amount, you are no longer borrowing ₹50 lakh.

You are effectively borrowing ₹51.5 lakh.

That means you can end up paying interest on the insurance premium as part of your loan.

This is why borrowers should always ask for a clear breakup of:

Loan amount + insurance premium + other charges = total amount being financed.

How Much Can a Capitalised Insurance Premium Really Cost?

Let’s take a simple example.

Suppose:

Home loan: ₹50 lakh

Interest rate: 8.5% per year

Tenure: 20 years

Single-premium insurance: ₹1.5 lakh

If the ₹1.5 lakh insurance premium is added to the loan, that amount also attracts loan interest.

At 8.5% over 20 years, an additional ₹1.5 lakh financed through the loan would increase the total loan repayments by roughly ₹3.12 lakh, assuming the rate and repayment structure remain unchanged.

So a ₹1.5 lakh insurance premium could ultimately require around ₹1.62 lakh in additional interest and repayment cost over the life of the loan.

That’s the part many borrowers don’t immediately notice.

The issue isn’t simply:

“The insurance costs ₹1.5 lakh.”

The more useful question is:

“How much will this insurance actually cost me after financing it through my loan?”

Of course, the actual amount will depend on the loan’s interest rate, tenure, repayment structure and the way the premium is financed.

What Should You Do If the Bank Says Insurance Is Mandatory?

Don’t immediately assume that you have no choice.

Instead, ask the lender to explain the requirement clearly.

1. Ask for the requirement in writing

If someone tells you, “Insurance is compulsory for this loan,” ask:

“Could you please provide the requirement in writing and specify which insurance cover is required?”

This helps you understand whether the lender is asking for:

insurance on the mortgaged asset,

credit-life insurance,

some other form of cover, or

a specific policy from a particular insurer.

2. Ask whether you can choose the insurer

RBI’s framework has long required banks to avoid restrictive practices that force customers to choose a particular insurance company or link insurance sales to banking products. (System Health)

So if a bank is asking you to buy insurance from its partner, ask whether an equivalent policy from another insurer would satisfy the stated requirement.

3. Check whether you already have suitable cover

If you already have life insurance or property insurance, don’t assume that you automatically need another policy.

Ask the lender whether your existing cover can meet the relevant requirement and what documentation, if any, would be needed.

The answer can depend on the type of loan, the asset involved and the lender’s documented requirements.

4. Understand whether the premium is being added to your loan

This is one of the most important questions.

If you are paying a single premium, ask:

“Is this premium being deducted separately, or is it being added to my loan principal?”

If it is being financed, calculate the additional interest before agreeing.

What If You Have Already Bought the Policy?

If an insurance policy has already been issued and you later realise that it isn’t suitable for you, check whether you are still within the applicable free-look period.

For eligible policies, IRDAI’s consumer information states that a free-look period can allow a policyholder to review the policy terms and cancel the policy subject to the applicable conditions. For health insurance policies of one year or more, IRDAI currently describes a 30-day free-look period from receipt of the policy document, where no claim has been made.

The exact free-look rules can depend on the type of insurance policy and the applicable regulations.

So don’t assume that every policy has exactly the same cancellation rules.

Read the policy document and check the applicable free-look provision immediately after receiving the policy.

What If the Bank or Insurer Doesn’t Resolve Your Complaint?

If you believe you were pressured into buying insurance or were given misleading information, start by raising the issue with the concerned bank and insurer through their grievance redressal channels.

Keep copies of:

loan documents,

sanction letters,

insurance proposal forms,

policy documents,

premium receipts,

emails and messages,

and any written communication about the insurance requirement.

If bank continues to mandate insurance or refuses to process a loan without an unwanted policy, borrowers can escalate the matter through official regulatory channels:-

IRDAI Bima Bharosa Complaint Portal

For banking-related complaints, the appropriate RBI grievance mechanism may also be relevant depending on the nature of the issue.

RBI Banking Ombudsman (CMS Portal)

File a complaint through the Reserve Bank of India’s Complaint Management System under the grounds of coercive tying and unfair banking practices.

IRDAI Bima Bharosa Portal

Register the grievance on the IRDAI Bima Bharosa platform (https://bimabharosa.irdai.gov.in) for investigation of intermediary misconduct and improper bundling.

Insurance Ombudsman:

If an insurer delays or refuses a valid free-look refund on a bundled policy, the policyholder can file a complaint with the regional Insurance Ombudsman within 12 months for binding dispute resolution.

Frequently Asked Questions

1. Is property or home structure insurance mandatory for a housing loan?

While lenders generally require the physical mortgaged property to be insured against fire, earthquakes, and natural hazards to protect the underlying collateral, you are entirely free to purchase that policy from any IRDAI-registered general insurer of your choice. What happens to credit life insurance if I prepay or foreclose my loan early?

If you foreclose your loan early, a single-premium credit life policy does not automatically terminate.
